It's soccer themed, because the Soccer Stadium is back! Back to the EPF stuff. There is two ways to get the Elite Spy Phone. You can do the test and get it, or you can unlock it with the unlock code you got from Herbert's Revenge game on the DS. The test is easy. I have the walkthrough.
